That participation in the Program would be\u00a0completely voluntary. \u00a0No longer Voluntary<\/strong><\/p>\n 2.) That the participants would only have to pay\u00a01% of the first $1,400 of their annual\u00a0<\/span>incomes into the Program. \u00a0<\/span>Now 7.65%\u00a0on the first $90,000<\/span><\/strong><\/p>\n 3.) That the money the participants put into the\u00a0independent ‘Trust Fund’ rather than into the\u00a0<\/span>general operating fund, and therefore, would\u00a0<\/span>only be used to fund the Social Security\u00a0<\/span>Retirement Program, and no other g<\/span>overnment program. U<\/strong><\/span>nder Johnson the money was moved to\u00a0the General Fund and Spent<\/strong><\/p>\n 5.)
